You can find it at www.indiantrust.com The report is severely critical of Secretary Norton. Among the conclusions: -- "There is no one in charge of trust reform operations at Interior" -- A recent quarterly report filed by Secretary Norton with the court is "untruthful, inaccurate and incomplete" -- The Solicitor's Office - Interior's top lawyers - pressured underlings to verify the accuracy of the quarterly report, which several refused to do -- "There is no one [at Interior] with sufficient experience or knowledge to adequately describe for this Court the overall status of trust reform operations" -- "There is no one [at Interior] who knows what is necessary or how to correct trust reform management." And "there is no one [at Interior] who will tell the Court these facts." Interior's trust reform effort "is broken and has not been and may not be capable of repair by the Interior defendants," the monitor concludes.
